Perhaps this is the purpose of faith/religion.  To delude people into taking
risks that the leaders aren't willing to take.

Seems to me religion is not about risk-taking at all (the only risk being
killed for ideological reasons by those whose beliefs differ); it is rather
about (cognitive) risk-avoidance: Understand the world and you increase your
(perceived) control.

Sure, your perceived control increases at the expense of handing control over to others (politicians, priests, salesmen, whoever) who can (and, eventually will) exploit your faith ...

The ability to detect when your faith is being used legitimately (to free your resources so that they may be put to work handling other problems), or illigitimately (to your own detriment) seems to be contrary to the degree of faith.
