This looks to me like the most "painless" way to have Linux and Windows = on the same PC -- I've heard nothing but good things about it -- At $189 = U.S., it's not cheap, but good things rarely are --

But I don't want to emulate Windows, I want to emulate Linux. And without rebooting/dual boot schemes. Any good freeware in that category?

Cygwin is the most famous, and I've used it and it works very well. Like all open source products, it requires some research, trial and error, and dedication, but for me it's the best choice.
Bochs might work better for you, dpending on the types of applications you need to run and what your hardware is.
I'd try Cygwin first.

Imho, Cygwin is the best thing since sliced bread.
I've had problems with getting some things to install in the past, but overall it's tremendously cool and incredibly versatile.
Through considerable effort, I've even gotten X-Windows to run, but it does so slowly due to a few configuration foibles. It's quintessential Linux- incredible program, and quirky enough that you'll either love it or hate it :p
And that concludes today's rant.
