To the best of my knowledge this is attributable to a comedy team (name
not remembered) who did a locally successful series of appearances and
recordings about the quirks and habits of those who live 'Down East',
namely in Maine, New England, USA.
At any rate, it is a phrase commonly attached in a parodic or
charicaturic fashion, and is the reply one gets when asking directions.
It is vital to the joke (around here at any rate) to deliver this in a
Maine accent. (For parodies of Maine accents, watch any episode of Murder
She Wrote....)
Of course, there is probably a similar quote in a play by
Aristophanes.... It's a great line. I use it all the time. In a great
deal of situations....
