It is a courier fee system and is quite well known over here. Sometimes one
can get flights for next to nothing is you give over your 20kgs to a courier
company. They pay the flight just to use your weight allowance. It is
normally used by students and the sort of people who fly standby (a rare
type thanks to modern over-booking by airlines).
