A Virian Luminary is a member of the congregation of the Church of Virus in good standing, who has signed up on Meridion[1] and who is regarded with a "Strong positive opinion" or better (a reputation of 7 or above) by fellow Virians. i.e. all Adepts and Archons in good standing.
