I would say that it's better to say that the "potential" for more levels
exists.

Point taken but I disagree. Knowledge is always incomplete and understanding
is perpetually flawed. If you think you "see the answer" you simply haven't
been able to, or willing to, find it's limitations.
I would argue the exact opposite: There are "more levels" to our understanding,
by definition, of any subject.
