This device couldn't solve the energy problem - you need energy to obtain the oil. What it could do (if it really works) is allow you to use electricity to obtain gas. The question then is, where do you get the electricity from? (nuclear power, wind, solar power, dams, coal...)

Also, oil has uses in petrochemistry. We need it to make all those plastics.
