The other point that occurs to me is a historical one. The author is correct that figures like Alexander Hamilton saw trading relations and the promulgation of economic prosperity as being the keystone of foreign policy, but this is hardly an adequate description of nineteenth century US foreign policy, which was far from incapable of military aggression.
