Though of course the bedrock of this has been the Pax Americana imposed after the end of the second world war.

Hmmm. That seem more than a little excessive. It's also important to recall that the current institutions of the European Union are largely undemocratic with power being exerted by unelected officials. On the occasions when states have the temerity to vote against EU treaties in referenda they are told that they got it wrong and the referendum is held again; as has happened with Ireland and Denmark.
