It would also mean that the Israelis would be hamstrung in their
intelligence ability to uncover these clandestine groups and, unable to
deter them nearly as successfully, would be far more susceptible to
suicide (and other) attack by them than they presently are. I do not
think the people organizing, facilitating or participating in these attacks
would interpret any appeasement overture on the part of the Israelis as
anything other than Israeli weakness, and thus an incentive to intensify
their assaults.
